I've heard of them (HDI), but I don't have any of there certs. They are world-wide, as in Europe (& the UK) and the US.
The MCDST & the HDA certs are totally different from each other, but compliment each other. The MCDST deals with MS client technology, while the HDA deals with helpdesk operations. Infact MS website actually refers people to the HDA cert:
