Can you have both a private and public ip address on the same vmserver?

What do you mean?
you can often assign two nics to a VM, and give them whatever IPs you want
if you mean a public internet IP, you will a) need to have one spare, and b) need to have appropraite routing set up to actually give the VM one of them
