You *could* - but most I suspect either wouldn't reply, or take so long as to make the answer meaningless. How long they keep such info will depend on the ISP - currently the thinking is about 1 year for legal reasons (RIPA).
And some will say 'look at the stats page on the router', which, IMHO, is the best way of discovering this.

I've been having issues with one of our ADSL lines at work. I think it may be solved now but I wanted to keep an eye on the uptime to see if the connection is still dropping out.
I think the problem was down to the router, so if I mailed the ISP they would probably say we have had 100% service, but this would not be true from our end due to the fault.
